Thousands of patients have referrals for treatment abroad, but only 1,204 have been able to leave Gaza, ministry says

Gaza’s Health Ministry accused Israel on Tuesday of obstructing the departure of more than 17,000 Palestinians for medical treatment abroad, warning that deaths could rise among patients waiting for care.

“The number of documented medical referrals had reached 17,757 as of May 20,” acting Deputy Health Minister Maher Shamiya said at a news conference at Al-Shifa Medical Complex in Gaza City.

He said only 3,226 people have been able to leave through the Rafah and Kerem Shalom (Karam Abu Salem) crossings, including 1,204 patients.

Gaza’s health sector is suffering a broad collapse following Israel’s two-year war, which has caused extensive destruction to hospitals and health infrastructure, along with severe shortages of medicine, fuel and medical supplies.

The Rafah crossing between Gaza and Egypt was partially reopened in February, as part of the first phase of a US-sponsored ceasefire agreement, after a 20-month closure following the Israeli army’s takeover of the terminal in May 2024.

The crossing was closed again in late February following the outbreak of the war with Iran, before limited operations later resumed in March and April.

The crossing has operated on a very limited basis for pedestrians only since May 21, allowing dozens of patients, wounded people and humanitarian cases to pass each day under strict Israeli oversight, while thousands of cases remain stranded inside Gaza waiting to travel.

Shamiya said the wide gap between the number of patients who need treatment and those allowed to leave reflects a “dangerous humanitarian gap,” worsening patients’ suffering and increasing daily deaths among them.

“Israel bears the primary responsibility for the crisis,” Shamiya said, pointing to lengthy security vetting procedures and reduced travel days through the crossings as causes of the sharp drop in departures.

Travel through the Rafah land crossing with Egypt has become limited, at best, to three days a week, while only one day has been allocated for medical evacuations to Egypt through the Kerem Shalom crossing with Israel, Shamiya said.

“The measures reflect a systematic policy to obstruct patients’ access to specialized health services outside the Gaza Strip,” he said.

“Rehabilitating and equipping Gaza’s hospitals and health facilities would reduce the need to refer large numbers of patients for treatment outside the enclave,” he added.

Israel has blockaded the Gaza Strip since 2007. About 1.5 million Palestinians out of roughly 2.4 million in the enclave are now homeless in catastrophic conditions after the genocidal war destroyed their homes.

The Israeli war since October 2023 has killed nearly 73,000 Palestinians and wounded more than 173,000.

Türkiye, Saudi Arabia advance efforts in railway sector by establishing stronger, more sustainable framework, Turkish transport minister says

Türkiye and Saudi Arabia reached a historic milestone in the transportation and logistics relations by signing memorandum of understanding agreements in transport, railway fields, the Turkish transport and infrastructure minister said on Tuesday,

"In this context, we are launching a new phase that will strengthen the exchange of expertise and technical cooperation across a wide range of areas, from logistics centers to modern applications," Abdulkadir Uraloglu said on Turkish social media platform NSosyal.

He said the two countries are also advancing their joint efforts in the railway sector by establishing a stronger and more sustainable framework for cooperation, particularly in the fields of technology, infrastructure, training, and human resources.

"May these steps, which will contribute to the connectivity, trade, and development of our region, bring lasting benefits to both our countries," he added.

The Turkish Transport and Infrastructure Ministry also stated that the agreement was signed by Uraloglu and Saudi Arabia's Minister of Transport Saleh bin Nasser Al-Jasser.

Uraloglu said: “Prior to 2012, our annual bilateral transport volume had reached 20,000.

“Although we currently fall short of that figure due to regional developments, our goal is to take our cooperation beyond even that level.”

In this context, the two countries are closely monitoring developments on the Syria-Jordan-Iraq routes, adding: “Two test runs starting from Türkiye through Iraq and extending to Saudi Arabia have clearly demonstrated the feasibility of this route."

The “Memorandum of Understanding on Cooperation in the Field of Logistics Services” aims to facilitate the construction of logistics centers, the operation and management of services, the sharing of expertise, and the development of joint activities.

The “Memorandum of Understanding on Cooperation in the Railway Sector,” meanwhile, aims to foster joint initiatives across all areas of the railway sector.

Earlier this month, Uraloglu has said Türkiye plans to modernize the historic Hejaz Railway and extend it to Oman to create an alternative global trade route to the Strait of Hormuz.

He said that Türkiye aims to revive the historical line for both tourism and modern transit, explaining that the initial stage involves connecting Türkiye to Aleppo, utilizing the existing Aleppo-Damascus-Jordan network while continuing negotiations with Saudi authorities.

Rebuilding Syria after decades of oppressive rule and years of war cannot be achieved quickly, says Nidal al-Shaar

Syria's Economy Minister Mohammad Nidal al-Shaar on Tuesday underscored the importance of cooperation with Türkiye, calling the country its "natural partner."

"Türkiye is our natural partner. We view the relation in this regard," said Shaar, during his address at Anadolu's City Economies Summit held in Gaziantep, southeastern Türkiye.

Noting that Damascus is drafting new regulations to support economic growth and reassessing laws related to trade, investment, banking and industry, Shaar urged Ankara and Damascus to become a common source of production.

"We are making efforts to establish sustainable, compatible and strong economic relations in Syria," he said.

Despite the lifting of international sanctions imposed for years, Saar said their effects are still being felt.

He added that modernizing the banking sector remains one of the country’s top priorities.

Millions of Syrians living in Türkiye have become accustomed to its advanced banking system, he said.

Cooperation with Türkiye

"We share a common destiny with Türkiye," he added.

He further said that once parliament becomes operational, new laws and regulations aimed at supporting economic reforms are expected to be introduced.

Emphasizing the importance they attach to technical cooperation with Türkiye and the development of human resources, Shaar said that within this framework, a memorandum of understanding on training programs between the two countries had been signed and implemented.

Shaar said the work of the Syria-Türkiye Joint Commission has helped remove obstacles to economic relations, adding that efforts are continuing to resolve problems faced by Syrian and Turkish investors.

He noted a significant revival in Syria’s industrial sector, saying that more than 15,000 factories had resumed operations in recent months, around 1,200 new production lines had been established, and hundreds of factories were still under construction.

Shaar said Turkish businesspeople play an important role in industrial investments, particularly in the Hama region.

Rebuilding nation is a process

He stressed that rebuilding the country after 64 years of oppressive rule and years of war cannot be achieved quickly.

“Some may think we are moving slowly, but we are managing the process carefully and rationally to achieve lasting and sound results,” he said.

Shaar also said Syria’s strong ties with Türkiye provide confidence amid regional fluctuations. He noted that Syrian traders and industrialists have learned to operate under crisis conditions and that the country’s economy has gained resilience against external shocks.

He praised Türkiye’s constructive role in supporting regional stability and said Syria is pleased with Ankara’s approach, expressing confidence that cooperation between the two countries will grow stronger.

Calling on Turkish investors to take a more active role in Syria, Shaar said the country is now ready to absorb and support new investments.

“Syria is ready. Our country is your country too. Please come,” he said.

He added that opening border crossings and accelerating transit procedures are key to improving trade and facilitating movement between the two countries.

Syria’s Deputy Governor of Aleppo Mahmoud Shahadeh said strengthening the historical and economic ties between Aleppo and Gaziantep is of great importance for regional development.

“Aleppo and Gaziantep have always been vital centers of trade, industry and culture in our region,” he said.

Ongoing protests in Albania, initially sparked by opposition to a tourism project linked to US President Donald Trump's son-in-law, have entered their 10th consecutive day on Tuesday, evolving into broader anti-government demonstrations.

Citizens are expected to march later Tuesday from Skanderbeg Square in the capital Tirana to the office of Prime Minister Edi Rama, according to Gazeta Shqiptare.

Earlier on Monday, thousands of young people also gathered, marching along the same route and filling the boulevard with banners, flags, and chants against the government and the political class as a whole.

The protests were initially triggered by a luxury tourism project linked to Trump's son-in-law, Jared Kushner. The project includes parts of the protected landscape of Zvernec, an area considered a sensitive coastal ecosystem.

It is estimated to cost around $4 billion and is said to include approximately 618 acres within the protected coastal ecosystem.

The development is reportedly being pursued by Kushner's investment firm and has received support from the Albanian government.

Tensions escalated during demonstrations held over the weekend at the proposed project site, where scuffles were reported between protesters and private security personnel guarding the area.

Prime Minister Edi Rama has defended the initiative, saying the project is proceeding in accordance with legal and environmental requirements.

In the meantime, the European Commission spokesperson Guillaume Mercier said during a midday briefing on Tuesday that they are closely following the developments and reaffirmed having expressed their concerns to Albanian Environment Minister Sofjan Jaupaj.

Mercier said Jaupaj had committed to suspending the construction work and carrying out a comprehensive impact assessment.

"When it comes to the accession process, let me also recall that as part of the closing benchmark for Chapter 27 on environment and climate change, Albania is expected to align fully with EU legislation in this area," he noted.

He stressed the need for Albania to refrain from actions that could restrain the fulfillment of the closing benchmark.

Two high-ranking Iranian army personnel were killed in Israeli strikes on Iran on Monday, the Iranian state broadcaster IRIB reported.

Funeral ceremony for Bahman Hosseini and Alireza Abiri will be held later Tuesday, said the outlet, adding that they were killed while on a mission "to defend the country's skies."

Tensions escalated on Sunday when Israel bombed the Lebanese capital Beirut despite an ongoing ceasefire, prompting Iran to launch missiles at northern Israel in retaliation, with Israel responding with several waves of airstrikes against Iran.

The escalation continued into Monday, but Iran's military later said it had halted attacks on Israel while warning of a “crushing” response if Israeli strikes on Lebanon continued.

The region has remained on edge since the US and Israel launched airstrikes on Iran in late February, triggering Iranian retaliation against Israel and other regional countries hosting US assets.

A temporary ceasefire was reached on April 8, but negotiations later stalled amid disputes over its implementation and subsequent regional developments.

More than 100 public figures have warned that four human rights defenders face a “grave miscarriage of justice” if terrorism-related sentencing provisions are applied in a case involving an action at an Israeli arms manufacturer.

In an open letter published Tuesday by Artists for Palestine UK, signatories including writers, actors, academics, politicians and musicians urged the judge overseeing the case, Jeremy Johnson, to drop what they called a “terrorism connection” in the sentencing of Charlotte Head, Samuel Corner, Leona Kamio and Fatema Zainab Rajwani, known as part of the Filton 25.

The four activists were found guilty by a jury of criminal damage over a 2024 action at an Elbit Systems UK factory near Bristol.

However, the jury was not informed that the activists could face extended sentences under terrorism provisions, despite no terrorism charges being brought.

“To bypass the jury and sentence a group of protesters as terrorists would constitute an extremely grave miscarriage of justice, with consequences far beyond this case alone,” the letter stated.

Signatories include acclaimed novelist Sally Rooney, Greta Thunberg, Steve Coogan, Zoe Wanamaker, Miriam Margolyes, Zawe Ashton, and Labour MP John McDonnell, along with Palestinian writer Mohammed El-Kurd, Greek economist Yanis Varoufakis, solicitor Louise Christian, and directors Yorgos Lanthimos, Ken Loach, and Terry Gilliam.

Actors Brian Cox and Tobias Menzies were also among the signatories, as were poet Alice Oswald, composer Brian Eno, screenwriter Paul Laverty and writer Ronan Bennett.

“Protest that poses no threat to the public simply is not terrorism. These activists may have knowingly risked their freedom in taking action, but they now face the prospect of punishment for crimes they were never convicted of and did not commit. This is an obvious effort to undermine solidarity with Palestine, but what it really undermines is UK law,” Sally Rooney said in a statement.

The letter also highlighted concerns that the defendants were barred from explaining their motivations to the jury, and that their “conscientious motives,” though “suppressed throughout the trial,” may now be considered at sentencing.

It further argued that “never before has a link to terrorism been imposed at the sentencing stage in a criminal damage case,” adding that the only stated basis for such a connection was that the defendants were “attempting to influence the Israeli government by restricting their access to weapons.”

“The activists ‘may well have saved lives’ by entering the Elbit facility and dismantling weapons,” it noted.

Heads of state and government, foreign ministers from the SEECP’s 13 participating countries, and the secretary-general of the Regional Cooperation Council, the organization’s operational arm, are expected to attend.

Participants are also expected to adopt a summit declaration.

In his address, Fidan is expected to reiterate Türkiye’s support for enhanced cooperation in the Balkans based on the principles of regional ownership and inclusiveness, while emphasizing the importance Ankara attaches to the SEECP as one of the region’s main dialogue platforms and a founding member of the initiative.

Fidan is also expected to emphasize the strategic importance of the Balkans to both regional and broader international security, highlighting the need to strengthen good-neighborly relations and regional cooperation.

The Turkish foreign minister is expected to underscore Türkiye’s support for connectivity projects, including transportation and energy networks, to deepen regional integration and promote economic growth and prosperity.

Fidan is expected to reaffirm Türkiye’s support for diplomatic efforts aimed at achieving a just and lasting peace in the Russia-Ukraine war and to call for continued dialogue between Iran and the US to prevent renewed regional tensions.

Fidan is also expected to draw attention to the fact that Israel's occupation and annexation policies in Gaza, the West Bank, and Lebanon aim to create a permanent environment of instability and conflict in the Middle East and to emphasize that these unlawful actions by Israel remind the international community once again of its shared responsibilities based on peace and justice and that international law and humanitarian values must be protected without exception.

Founded in 1996, the SEECP is the only regional cooperation platform that includes all Balkan countries. Its members are Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Kosovo, Moldova, Montenegro, North Macedonia, Romania, Serbia, Slovenia, and Türkiye.

Structured as a flexible permanent consultation mechanism and run with one-year rotating presidencies, Türkiye held the rotating presidency of the SEECP in 1998-1999, 2009-2010, and 2020-2021.

Romania is set to assume the rotating SEECP chairmanship on July 1, 2026.

A federal judge on Monday tentatively scheduled the trial of US Army Special Forces soldier Master Sgt. Gannon Ken Van Dyke for Dec. 7.

He is accused of using classified information about the capture of then Venezuelan President Nicolas Maduro to earn more than $400,000 on the prediction market Polymarket.

Van Dyke pleaded not guilty in April to charges that he placed 13 bets using inside information about the Maduro operation and later tried to destroy evidence after profiting from the trades.

The case might become the first US insider-trading prosecution involving a prediction market to reach trial.

Prosecutors, according to ABC News, said they had "substantially completed" evidence disclosure and expect their case to take about a week. Defense lawyers said their case would take a "couple of days" and plan to seek dismissal of the indictment by July 31.

Defense attorney Mark Geragos argued that classified information central to the case would make prosecution difficult, saying prosecutors would need to prove "who was in the Situation Room at that time and who made the decision" to capture Maduro.

Van Dyke, who did not speak during Monday’s hearing, remains free on a $250,000 personal recognizance bond and is currently on leave from the Army, according to attorney Zach Intrater.

After the hearing, Geragos called the prosecution an "exercise in futility."

"There's only one person who could have ordered the operation -- that one person is the president. They are never, ever going to get the president to divulge when and how and what, so this is just an exercise in futility," Geragos argued.

The case comes amid growing scrutiny of prediction markets such as Polymarket and Kalshi. Last month, New York prosecutors charged a Google employee with using confidential company information to make more than $1.2 million on Polymarket.

Israeli occupiers burned a Palestinian vehicle Tuesday during an attack on the village of Beit Imrin, northwest of Nablus in the northern occupied West Bank.

The occupiers attacked the village at dawn and set fire to a vehicle belonging to a Palestinian, completely burning it, Al-Bidar Human Rights Organization said in a statement.

The group said the occupiers also tried to attack several homes and vehicles in the village before residents confronted them and forced them to withdraw.

Targeting civilian property and burning vehicles is a direct attack on Palestinians and their property, threatens security and stability in the area, and increases tensions in the West Bank, Al-Bidar said.

The West Bank has seen an escalation in occupier attacks on Palestinian villages, including burning property and assaulting residents, especially in areas near settlements and settlement outposts.

About 750,000 Israeli occupiers live in 141 settlements and 224 settlement outposts in the West Bank, including 250,000 in 15 settlements in occupied East Jerusalem. They carry out daily attacks against Palestinians aimed at forcibly displacing them.

The attacks also include vandalizing and demolishing facilities and homes, burning and bulldozing farmland, and preventing farmers from reaching their land.

In May, the Israeli army carried out 1,108 attacks against Palestinians and their property, while occupiers carried out 551 attacks, according to the Palestinian government’s Colonization and Wall Resistance Commission.

Since Oct. 8, 2023, the Israeli army and occupiers have killed at least 1,169 Palestinians, wounded 12,666 others, arrested about 23,000, and displaced 33,000, according to official Palestinian figures.

Hakan Fidan warns battlefield and diplomatic deadlock fueling tensions, calls for sustained efforts toward negotiated settlement

Turkish Foreign Minister Hakan Fidan said Monday that achieving peace in the Russia-Ukraine war is essential for the stability and security of the region, while emphasizing the growing strategic importance of cooperation among Türkiye, Azerbaijan, and Georgia.

"The war continuing in our north directly affects the security of our region. We see achieving peace in the Russia-Ukraine war as essential for the stability and security of our region. We believe that this diplomatic process and efforts toward peace must continue with determination," Fidan said.

The minister spoke at a joint press conference following the 10th Trilateral Meeting of the Foreign Ministers of Türkiye, Azerbaijan, and Georgia at Ciragan Palace in Istanbul, alongside his Azerbaijani and Georgian counterparts, Jeyhun Bayramov and Maka Botchorishvili.

Fidan expressed concern over what he described as a deadlock both on the battlefield and in diplomatic efforts.

"We are all following with concern the current impasse in both the battlefield and diplomatic process. The steps taken by the parties to turn this deadlock to their advantage are unfortunately further increasing tensions on the ground," he said.

Referring to recent attacks in the Black Sea and Sea of Azov, Fidan said they demonstrated the potentially severe consequences of the conflict and extended condolences to Azerbaijan over the latest incident that resulted in loss of life.

Results-oriented platform

Fidan said the trilateral mechanism had evolved into a results-oriented platform that fosters trust across the region.

"Today, we are holding the tenth meeting of the trilateral mechanism that we established with a sense of regional ownership. Our meeting has once again demonstrated that this mechanism has become a platform for consultation that produces results and builds confidence in our region," Fidan said.

The mechanism, which has operated uninterruptedly for nearly 14 years, has contributed to political dialogue, economic integration, transportation, energy security, trade, and stronger people-to-people ties, he added.

"We see this mechanism not only as serving the common interests of our three countries, but also as one of the guarantees of peace, stability, and sustainable prosperity in the South Caucasus," Fidan said.

Energy security, Middle Corridor highlighted

Fidan stressed that geopolitical tensions, economic uncertainty, and growing concerns over energy security have increased the value of regional cooperation.

"In such a period, the environment of peace and cooperation we have established in our region represents genuine strategic value," he said, noting that stronger connectivity among the three countries contributes to stability, energy supply security, and economic resilience from Europe to Asia.

He said joint energy infrastructure projects had helped shield the region from global energy crises and outlined a goal of creating a more integrated region through energy, transportation, and communications networks.

According to Fidan, the strengthening role of the Middle Corridor has become the most tangible manifestation of that objective.

He also described the June 2 ceremony marking the Georgian section of the Baku-Tbilisi-Kars railway reaching full operational capacity as a significant milestone and said maximizing the benefits of the corridor would generate greater added value for the region.

Support for Azerbaijan-Armenia peace process

Fidan said the three ministers reaffirmed a shared understanding that stability, peace, and prosperity in the South Caucasus should be built on sincere and constructive cooperation.

"We want our region to be known for development projects rather than conflicts and for shared prosperity and connectivity projects rather than divisions," he said.

He described the ongoing peace process between Azerbaijan and Armenia as the most promising example of that vision.

"We support the peace process between Azerbaijan and Armenia. We also hope that Azerbaijan's legitimate concerns will be addressed and that the peace agreement will be signed without delay," Fidan said.

He added that Türkiye's normalization process with Armenia continues in close coordination with Azerbaijan.

"To us, the main opportunity and goal before the South Caucasus is this: as the foundations of peace grow stronger, connectivity projects will produce even stronger results. As connectivity strengthens, the social and economic foundations of peace will become more firmly rooted," he said.

Iran-US talks discussed

Despite positive developments in the South Caucasus, Fidan warned that the broader regional security environment continues to face serious risks.

He said ministers discussed ongoing negotiations between Iran and the US and stressed the importance of preventing a conflict that could bring both the region and the world "to the brink of disaster."

Fidan said Türkiye continues to maintain contacts with both Washington and Tehran while consulting closely with regional countries, adding that Ankara would continue supporting diplomacy and dialogue during this critical period.

Black Sea navigation security deteriorating

Responding to journalists' questions, Fidan said maritime security in the Black Sea has been steadily deteriorating as the war expands.

"The unfortunate incidents mentioned in the question have repeatedly demonstrated how justified our President Recep Tayyip Erdogan's sensitivity toward securing a ceasefire in the Russia-Ukraine war has been from the very beginning," he said.

Fidan noted that the conflict's effects have spread beyond the immediate battlefield, pointing to weapons and ammunition seen in the Baltic states of Estonia, Lithuania, and Latvia, as well as Romania.

He added that mines and unmanned maritime vehicles had drifted as far as the Turkish Straits and that Georgia had also become vulnerable to attacks.

"As the war continues, we are seeing how geographically widespread it is becoming. The parties are now seeking to strike a wider range of targets in order to alter the existing military balance.

"There are almost no longer any limits regarding infrastructure or superstructure targets. This demonstrates the destructive impact of the war," he said.

Concern over civilian shipping

Fidan recalled Türkiye's role in facilitating the Black Sea Grain Initiative and described the agreement as a historic success.

"Likewise, the gradual decline in navigational safety in the Black Sea due to the expansion of the war is concerning for all of us," he said.

He stressed the importance of ensuring that Turkish and other civilian vessels are not targeted and warned that drones, missiles, and identification errors in combat zones could lead to further tragedies.

Fidan urged fishing boats and commercial vessels to coordinate closely with relevant authorities while operating in territorial waters and said Türkiye continues to monitor developments closely.

"But solving the issue at its root will be the greatest answer to all these problems. That is why we place great emphasis on ceasefire negotiations," he said.

Regional cooperation model for other regions

Fidan said Türkiye views regional ownership and cooperation as key tools for achieving stability and development and argued that the trilateral model established with Azerbaijan and Georgia could also be applied elsewhere.

Similar frameworks should be pursued in the Balkans and the Middle East to promote peace and stability, he suggested.

"Our goal is to establish regional cooperation and peace in all strategic basins where we are present, prevent conflicts or reduce their intensity where possible, and create an environment that facilitates development, prosperity, freedom, and human rights," Fidan said.

He added that long-standing instability in the South Caucasus, often influenced by actors outside the region, should increasingly be transformed into stability led by regional countries themselves, supported by international cooperation.

Fidan thanked his Azerbaijani and Georgian counterparts, saying Türkiye, Azerbaijan, and Georgia continue to advance an exemplary model of regional ownership and cooperation.

Türkiye's growing tourism industry is attracting increasing interest from institutional investors, with a new financing model aiming to channel fresh capital into hotel and tourism assets while providing operators with alternative funding sources.

JRO Investment has introduced a "Buy-Lease-Resell" model, inspired by international investment structures, that seeks to create a more sustainable capital framework for tourism facilities and their operators.

Under the model, the physical assets of a tourism property are acquired by domestic and international funds as well as institutional investors, while the facility continues to be operated under a long-term lease agreement. Investors are offered predefined exit options at the end of the investment period.

Murat Goktug Aksu, chairman of JRO Investment, said Türkiye is becoming one of the world's most attractive markets not only for tourism demand but also for tourism-related investments.

"Facilities with strong operational performance, stable rental income potential and high brand value are increasingly appearing on the radar of institutional investors," Aksu said.

He noted that the model enables operators to access long-term, lower-cost funding while providing investors with predictable cash flows backed by tangible assets.

"We believe the Turkish tourism sector could attract hundreds of millions of euros in new capital in the coming years through such structures," he said.

The growing interest comes as Türkiye's tourism industry continues to expand, prompting investors to explore alternatives beyond traditional real estate appreciation.

Goksel Akman, general manager of JRO Investment, said institutional investors are increasingly focusing on assets capable of generating regular income streams.

"We are seeing investors look not only at the value appreciation of physical assets but also at assets that produce stable returns," Akman said.

According to him, tourism facilities with high occupancy rates, strong brands and sustainable cash-generation capacity are emerging as an important investment category.

"Given Türkiye's tourism potential, we expect next-generation investment models that offer both rental income and long-term value appreciation to gain prominence," he said.

Industry experts say hotels are likely to become strategic investment instruments for capital markets and institutional investors in the years ahead, in addition to their role as operating businesses.

Models that combine long-term tenancy by experienced operators with regular income streams and structured exit mechanisms for investors are expected to contribute to the sector's growth and diversify financing options for tourism assets.

JRO Investment said it will continue efforts to connect tourism properties with institutional capital as Türkiye's tourism industry prepares for what it describes as a new era of financing.

Bosnia and Herzegovina and Croatia on Monday signed an agreement to increase the number of top-category border crossings between the two countries from two to five, aiming to facilitate trade, transportation, and economic cooperation.

The agreement was signed in the Bosnian capital Sarajevo by Borjana Kristo, chairwoman of the Council of Ministers of Bosnia and Herzegovina, and Croatian Prime Minister Andrej Plenkovic following a bilateral meeting.

Speaking at a joint news conference, Plenkovic described the agreement as “a great step forward,” saying it would significantly improve traffic flows and connectivity between the neighboring countries.

“Until now, we had two border crossings in the highest category. With this agreement, that number will be expanded to five,” Plenkovic said.

He said Bosnia and Herzegovina still faces several issues on its path toward European Union membership but stressed that the current political climate within the bloc is more favorable to enlargement than in previous years.

“For the first time in a long period, there is a renewed willingness for enlargement among EU institutions and member states,” he said.

Kristo thanked Croatia for its continued support of Bosnia and Herzegovina’s European integration efforts, noting that the topic was also discussed during the meeting.

She emphasized the economic importance of increasing the number of border crossings, saying the agreement would contribute to trade, bilateral relations, and competitiveness.

“I would like to highlight the importance of the document signed today. This intergovernmental agreement is of great significance for the trade of goods, bilateral relations, and economic competitiveness,” Kristo said.

Croatia is Bosnia and Herzegovina’s largest trading partner within the European Union, and officials from both countries have repeatedly stressed the importance of improving infrastructure and cross-border connectivity to support economic growth and regional cooperation.

Iranian media reports said the suspension covered all flights until further notice.

The semi-official Mehr News Agency said air defenses were activated in the western city of Kermanshah after “hostile targets” were detected in the city’s airspace.

Tensions escalated on Sunday when Israel bombed the Lebanese capital Beirut despite an ongoing ceasefire, prompting Iran to launch missiles at northern Israel in retaliation, with Israel launching several waves of airstrikes against Iran

The region has been on edge since the US and Israel launched airstrikes on Iran in late February, triggering Iranian retaliation on Israel and other regional countries hosting US assets.

A temporary ceasefire was reached on April 8, but negotiations later stalled amid disputes over its implementation and subsequent regional developments.

Bahrain's Foreign Ministry on Saturday condemned Iranian attacks on the Bahraini and the Kuwaiti territories, calling them "a flagrant violation of the sovereignty of the two countries" and a "threat to the security and stability" of the Gulf region.

The missiles were "successfully" intercepted, the ministry said in a statement, according to the Bahrain News Agency.

It also accused Iran of violating the UN Security Council Resolution 2817 (2026), which condemned Iranian attacks and any attempts to close the Strait of Hormuz or disrupt international maritime navigation.

Manama also urged Tehran to immediately halt the "unjustified" attacks, fully reopen the Strait of Hormuz without restrictions, disclose the locations of naval mines, and facilitate the safe departure of over 20,000 stranded sailors from the region.

The ministry said Bahrain's patience “does not signify weakness,” stressing that the defense of its sovereignty is a red line, and pledged to take all legitimate measures to safeguard its security.

Earlier in the day, Bahrain's Interior Ministry said that "the siren has been sounded" following Iranian attacks, and that "citizens and residents are urged to remain calm and head to the nearest safe place."

Kuwait had also said its air defenses were responding to "hostile missile and drone threats."

Regional tensions have escalated after the US and Israel launched airstrikes on Iran in late February, triggering a cycle of retaliatory attacks that widened instability across the region.

Iran, in retaliation, subsequently launched strikes against Israel and targeted countries hosting US military bases, while also disrupting shipping through the Strait of Hormuz, a critical route for global energy supplies.

A ceasefire later took effect, though diplomatic efforts to secure a broader agreement have continued.

Scientists develop 'super-antigen' by analyzing global coronavirus genetic data

Scientists have developed an artificial intelligence-powered vaccine technology that could provide protection against entire families of viruses and help prevent future pandemics, according to research published Friday.

The technology, developed by researchers at the University of Cambridge and biotechnology company DIOSynVax, uses machine learning to analyze genetic data from past and current outbreaks to identify features viruses need to survive and evolve.

Researchers said the approach could offer broad immunity against thousands of virus variants, including coronaviruses and potentially Ebola, while reducing the need to constantly update vaccines as pathogens mutate.

The team's so-called "universal" Sarbeco coronavirus vaccine combines features shared across an entire family of coronaviruses rather than targeting a single strain.

"What that COVID pandemic taught us is how fast we can make vaccines, but we're still using the old paradigm," Professor Jonathan Heeney of the University of Cambridge's Department of Veterinary Medicine said.

"This is about making one vaccine that will get them all based on their relationships," he added.

Scientists created what they describe as a "super-antigen" by analyzing all available genetic sequence data on coronaviruses collected through surveillance programs worldwide.

Results from a Phase 1 human trial, published in the Journal of Infection, showed the vaccine was safe.

The study involved 49 healthy volunteers aged 18 to 50 in Cambridge and Southampton.

The vaccine was delivered using a needle-free microfluidic jet system, which uses a high-pressure stream of liquid to deliver vaccine material directly into skin cells.

Researchers said the vaccine triggered immune responses against SARS-CoV-2, the virus that causes COVID-19, as well as SARS and related bat coronaviruses that could potentially spread to humans.

A previous animal study also found the vaccine generated strong immune responses against multiple coronavirus strains.

A Phase 2 trial involving more than 200 participants is expected to begin soon.

Researchers are also working to apply the technology to other pathogens, including bird flu, which Heeney described as a major global threat.

Experts said the approach could represent a significant shift from the current vaccine model, which typically responds to outbreaks after they emerge, toward a strategy aimed at anticipating and preventing future pandemics.

Palestinians on Friday marked the 59th anniversary of the 1967 Arab-Israeli war, known in Arabic as the “Naksa” (setback), amid ongoing Israeli military offensives in Gaza, the occupied West Bank, and Lebanon.

The June 1967 war ended with Israel occupying the remainder of historic Palestine, including the West Bank, East Jerusalem, and Gaza Strip, as well as Egypt’s Sinai Peninsula and Syria’s Golan Heights.

This year’s anniversary comes as Palestinians face what officials describe as one of the most severe periods since the war, with Israel continuing military offensives in Gaza and expanding military and illegal settlement activity in the occupied West Bank.

Since October 2023, Israel’s war on Gaza has killed tens of thousands of Palestinians and caused widespread destruction across the enclave, according to Palestinian authorities.

In the occupied West Bank, 1,168 Palestinians have been killed, 12,666 injured, around 23,000 arrested, and 33,000 displaced since October 2023, according to the Palestinian government’s media office.

Israel has also carried out a large-scale military campaign in Lebanon since March 2, killing 3,516 people and injuring 10,674 others, according to Lebanese official figures.

The war began on June 5, 1967, when Israel launched surprise airstrikes against Egypt before fighting expanded to other Arab fronts. The conflict ended six days later with Israel taking control of the West Bank, Gaza Strip, Sinai Peninsula, and Golan Heights.

Although Israel later withdrew from Sinai under the 1979 Egypt-Israel peace treaty, it continues to occupy the West Bank and the Golan Heights, while East Jerusalem was annexed in a move not recognized internationally.

The war displaced an estimated 300,000 Palestinians from the West Bank and Gaza Strip and marked the beginning of a large-scale illegal Israeli settlement project in the occupied territories.

According to the Palestinian Central Bureau of Statistics, there were 645 Israeli settlement sites and military bases in the West Bank by the end of 2025, including 151 settlements and 350 outposts. The occupiers' population reached 778,567 by the end of 2024.

Wasel Abu Yousef, a member of the Palestine Liberation Organization’s Executive Committee, told Anadolu that this year’s anniversary comes amid what he described as a comprehensive Israeli offensive against Palestinians.

“The June 1967 war represented another stage in the displacement of Palestinians and the confiscation of their land after the 1948 Nakba,” Abu Yousef said.

He argued that Israeli policies since 1967 have focused on illegal settlement expansion, land confiscation, and the imposition of new realities on the ground, while failing to break Palestinian determination to pursue national rights.

Abu Yousef said Palestinians now face unprecedented dangers because of the war in Gaza, escalating violence in the West Bank, and continued efforts to undermine the prospects for an independent Palestinian state with East Jerusalem as its capital.

He added that the annual commemoration of both the Nakba and the Naksa reflects the failure of attempts to erase Palestinian national identity despite decades of conflict and occupation.

Superdrug removes skincare brand from online marketplace after researchers presented images they say show activity at a site in Israeli settlement of Mitzpe Shalem in occupied West Bank

UK health and beauty retailer Superdrug has removed skincare brand Ahava from its online marketplace after researchers raised concerns about the company's alleged links to Israel's illegal settlements in the occupied West Bank, local media reported on Friday.

The move came after the American Friends Service Committee (AFSC), a Quaker organization, shared images that it said showed activity at a site in the Israeli settlement of Mitzpe Shalem, where cosmetic ingredients used in Ahava products may be processed.

Superdrug said the products had been sold through a third-party seller on its marketplace platform.

“We have now removed the SKU (stock keeping unit) and implemented additional system actions that will block and prevent any future listings of this brand from all sellers,” a company spokesperson told Sky News.

Ahava denied operating a production facility in Mitzpe Shalem and said all manufacturing activities had been moved to internationally recognized Israeli territory.

“As previously communicated publicly, by 2022, all production activities were consolidated within internationally recognized Israeli territory,” Ahava Chief Executive Ron Michael said.

The company added that “all muds, salts and botanicals are and have always been collected from undisputed Israeli territory.”

Images obtained by AFSC reportedly showed containers bearing production and receipt dates from 2025 and 2026, as well as piles of earth that researchers believe may be Dead Sea mud used in Ahava cosmetics.

In a recording, an employee at Ahava’s visitor center in Ein Gedi reportedly said the Mitzpe Shalem site continues to process raw mud and salt materials before they are transferred elsewhere for production.

The UK government considers Israeli settlements in the occupied West Bank illegal under international law and says they undermine prospects for a two-state solution. Israel disputes that interpretation.

The case comes amid growing scrutiny of trade linked to Israeli settlements. The UK parliament's Foreign Affairs Committee has recommended banning imports from illegal settlements, while the Business and Trade Committee has pressed the government on its approach to settlement-related commerce.

Ahava and its parent company, the Chinese conglomerate Fosun International, were added in 2025 to a UN database of companies involved in activities linked to Israeli settlements in occupied Palestinian territory.

The UK is facing its most dangerous security environment since the Cold War, the country's top military officer warned on Friday, citing increased Russian military activity and growing threats in cyberspace and other domains.

Chief of the Defence Staff Sir Richard Knighton said the risks facing Britain are greater than at any point in his career.

“This is the most dangerous period that I have known,” Knighton told BBC Radio 4's Today programme.

“The risks and threats to this country are greater than I have known since the Cold War,” he said.

Knighton said the number of incursions by Russian strategic aircraft near UK airspace during the first five months of 2026 had already matched the total recorded throughout 2025.

“So Russia is definitely raising the stakes and risks crossing a line,” he said.

The military chief warned that Moscow's activities extend beyond conventional military operations and include cyberattacks, sabotage, and assassination attempts.

“Russia is probing both our traditional military defenses and also through other means,” he said.

His comments came ahead of the publication of the government's Defence Investment Plan, expected in the coming weeks, which will outline funding for military equipment and infrastructure over the next decade.

Knighton said Britain must adapt to a changing security landscape and prepare for prolonged conflicts, such as the war in Ukraine, rather than shorter military engagements.

He also highlighted the growing role of emerging technologies on the battlefield.

“Drones and autonomous systems are going to become increasingly important in the future of warfare,” he said.

Calling last year's Strategic Defence Review a “call to arms,” Knighton backed efforts to increase military spending, saying Britain must invest more rapidly in its defense capabilities.

“Exactly as the prime minister says, we need to spend more on defense and do it faster,” he said.

Knighton also urged the public to recognize the changing threat environment.

“It is important that society and all of us recognize and understand that, and that may mean that we need to make different choices and different priorities,” he said.

Mehmet Simsek says Islamic finance can help reconnect capital flows with productive investment and development priorities

Turkish Treasury and Finance Minister Mehmet Simsek called on Wednesday for a stronger role for Islamic finance in channeling capital toward development priorities, saying global capital flows are increasingly detached from the real economy.

Speaking at the Global Islamic Economy Summit in Istanbul, Simsek said global foreign direct investment figures may appear to be rising, but much of the increase is linked to flows between financial centers rather than productive investment.

“Finance appears to be increasingly detached from the real economy,” he said, adding that Islamic finance offers a more suitable model because it is asset-backed and based on risk-and-reward sharing.

Simsek said the share of emerging and developing economies in global FDI has fallen from 67% to about 54% over the past three years amid geoeconomic fragmentation, reshoring pressures, industrial policy measures and supply chain reconfiguration.

“The vision here should be to reconnect capital with development priorities,” Simsek said.

Islamic finance and economic program

The minister said Islamic finance assets have risen nearly 49-fold in nominal dollar terms since 2000, but their share of global financial assets remains relatively small.

He said Türkiye currently ranks ninth among countries by Islamic financial assets and aims to enter the top five, adding that the sector needs more diversified products, stronger liquidity and greater innovation to compete with conventional finance.

Simsek also said the Istanbul Financial Center should play a larger role in global Islamic finance.

Turning to Türkiye’s economic program, Simsek said the government remains focused on price stability, fiscal discipline and a sustainable external balance.

He said disinflation is underway, although at a slower pace than initially expected because of domestic and external shocks.

Simsek said Türkiye now expects inflation to end the year in the mid-20s, or possibly high-20s, assuming oil prices remain around $90 per barrel.

He said Türkiye’s budget deficit stood at 2.9% of GDP last year, compared with about 6% for the emerging-market average, while government debt was 24% of GDP compared with an emerging-market average of 74%.

Simsek said Türkiye’s current account deficit is expected to rise because of higher oil and gas prices but remain manageable at about 3% of GDP.

He added that Türkiye still has adequate reserves, while external debt as a share of GDP is trending down toward the low-30% range.

New incentives and investment case

Simsek also outlined new measures aimed at attracting investment, capital and talent to Türkiye.

He said a bill approved by parliament and signed by President Recep Tayyip Erdogan reduced the corporate tax rate for manufacturers in industry and agriculture to 12.5%.

“This is one of the most competitive corporate tax rates for any global emerging market,” he said.

He also said Türkiye introduced a 100% tax exemption on service exports, including software, video games, medical tourism, education, engineering, design and consultancy.

The minister said Türkiye also introduced zero corporate income tax on transit trade for companies operating in the Istanbul Financial Center, while a 95% tax exemption applies outside the center.

Simsek said Türkiye remains attractive due to its large and growing economy, strong connectivity, manufacturing base, services capacity and labor force.

He said Türkiye is the world’s 16th-largest economy by gross domestic product at current exchange rates and the 11th-largest by purchasing power parity, with PPP-adjusted GDP above $4 trillion.

Simsek said Türkiye will continue investing in regional integration and connectivity, citing the Development Road project with Iraq, the Middle Corridor and potential new routes linking Türkiye with Saudi Arabia and the Gulf region.

The Pentagon is facing mounting financial pressure from a growing number of unexpected costs, with rising fuel expenses among the most significant, a report by ABC News showed Wednesday.

Defense Department records show the average fuel price paid by the military rose from $154.14 per barrel in October to $195.72 in April, marking an increase of nearly 27% in six months.

These figures reflect average costs across roughly two dozen fuel types, including gasoline and jet fuel, the report said.

Fuel prices have surged during the Iran war, potentially adding more than $1 billion in unplanned costs this year to operate military aircraft, tanks, and other equipment. The Defense Department reportedly consumes about 80 million barrels of fuel annually.

Military leaders are also reportedly contending with rising civilian fuel and commercial airfare costs. Because troops frequently rely on commercial flights, rental cars, and reimbursed personal vehicle travel for training and other activities, these increases are placing additional strain on budgets.

As a result, travel spending has come under intense scrutiny. The report said that since at least April, some units have significantly reduced or canceled travel for training and other events to contain costs.

"Current energy market dynamics are increasing fuel costs, which can affect the costs of transporting personnel, supplies and equipment," Lt. Col. Orlando Howard, an army spokesperson, said.

The report also said that the US Army has been forced to make “sweeping cuts to training as it grappled with a $4 billion-$6 billion shortfall through the remainder of the fiscal year, ending on Sept. 30.

The deficit is driven by several factors, notably the Iran conflict, increased border missions, and the National Guard’s ongoing deployment in Washington, D.C, the report said.

Iran’s Supreme Leader Mojtaba Khamenei called on Iranians Thursday “to preserve national unity” and “reject divisions” in order to thwart what he described as “enemy attempts” to destabilize the country.

In a message marking the 37th anniversary of the death of former Supreme Leader Ruhollah Khomeini, Khamenei stressed the importance of maintaining cohesion among the public and government officials, according to the Mehr News Agency.

“The enemy is waging a hybrid war against the country comprising both military and psychological warfare,” he said, without explicitly mentioning the US and Israel.

“The enemy has been defeated militarily and is now trying to reverse course by sowing differences and division among the Iranian nation to achieve its sinister goals,” he said.

Khamenei stressed that preserving unity among the Iranian people and state institutions was essential “to thwart the enemy’s plots.”

This week, the US and Iran exchanged some of their most intense hostilities since their ceasefire took effect in early April. Iran launched missiles and drones targeting US military installations across the region as well as Kuwait International Airport, resulting in one fatality.

Regional tensions have escalated since late February after the US and Israel launched airstrikes on Iran, killing more than 3,000 people. Tehran, in retaliation, has targeted Israel and Gulf countries that host US bases and closed the Strait of Hormuz, a key waterway for global shipping.

A Pakistan-brokered ceasefire took effect on April 8, and efforts to reach a broader agreement have continued since then.

US President Donald Trump has repeatedly said that he is very close to signing an end-of-war agreement that reopens the Strait of Hormuz, dismantles Iran’s nuclear work and eliminates the country’s stockpile of enriched uranium.

European Council President Antonio Costa said Thursday that the EU's enlargement to the Western Balkans is the bloc's most important geopolitical investment as he spoke in Belgrade, the capital of candidate country Serbia.

"For us, the enlargement, namely to the Western Balkans, is the most important geopolitical investment that the European Union is doing," Costa said during a joint news briefing with Serbian President Aleksandar Vucic.

As he outlined the requirements for Serbia's path toward EU membership, Costa stressed that the bloc was "not blackmailing" Serbia or "putting obstacles" in its way, but rather working closely with the Serbian authorities throughout the process.

"I'm here as I was last year to reaffirm the European Union's continued commitment to Serbia’s European perspective. In this time of global geopolitical uncertainty and economic instability, now more than ever, enlargement is not just an opportunity, it is a geostrategic necessity for Europe," he said.

Highlighting that enlargement is an investment in the continent's peace, stability, security and prosperity, Costa stressed that the process is also built on trust.

He expressed the bloc's support for Serbia's efforts, underscoring that the EU remains the country's "most significant partner in trade investment."

"We are ready to do more, but let me be clear that the pace of progress depends on Serbia's own resolve. Time is of the essence, and the European Union's door remains open, but the window for decisive action is now," Costa added.

He further stressed the need to foster regional cooperation and align with EU's policies and values in common foreign and security policy as main priorities that needs further focus throughout the accession process.

Costa also urged Serbia to accelerate reform on rule of law, media freedom and electoral framework.

Hakan Fidan will pay his first 2-day visit to Bangladesh on Friday, holding talks with top officials and discussing trade, security, regional developments

Turkish Foreign Minister Hakan Fidan will pay an official two-day visit to Bangladesh on Friday at the invitation of Bangladeshi Foreign Minister Khalilur Rahman, according to diplomatic sources.

The sources said that the visit on Friday and Saturday will mark Fidan's first trip to Bangladesh. During his stay, he is expected to be received by Bangladeshi Prime Minister Tarique Rahman and hold talks with Foreign Minister Khalilur Rahman.

Fidan is also expected to visit refugee camps in Cox's Bazar, where more than 1 million Rohingya Muslims who fled Myanmar's civil war are currently sheltered.

He is scheduled to inspect humanitarian assistance projects carried out by the Turkish Cooperation and Coordination Agency (TIKA), the Disaster and Emergency Management Authority (AFAD), the Turkish Red Crescent, the Turkish Diyanet Foundation and Türkiye's Health Ministry, and visit the Turkish Field Hospital operating in the camps.

During his meetings, Fidan is expected to congratulate Rahman on his election as president of the 81st session of the UN General Assembly.

Various issues to be discussed

The Turkish foreign minister is expected to underline the deep-rooted ties between Türkiye and Bangladesh and express satisfaction that the momentum in bilateral relations has continued under Bangladesh's new government, which took office in February.

Fidan is also expected to emphasize the need to further strengthen cooperation in trade, defense industry, energy, education, culture, science and health, while reaffirming the shared goal of increasing bilateral trade volume from $1.35 billion in 2025 to $2 billion.

He is expected to reiterate Türkiye's determination to keep the Rohingya issue among the leading items on the global agenda and highlight Ankara's extensive humanitarian assistance since the beginning of the crisis, including support in healthcare, education, shelter, food and infrastructure.

Fidan is expected to stress that Türkiye will continue its assistance efforts in the coming period.

The minister is also expected to underline Bangladesh's strategic importance to stability, peace and security in South Asia, citing its strategic location and constructive regional role.

He is expected to note the importance Türkiye attaches to cooperation with Bangladesh on multilateral platforms, particularly the UN, the Organization of Islamic Cooperation (OIC) and the Developing Eight (D-8) Organization for Economic Cooperation.

The two sides are also expected to exchange views on regional and global issues, including recent developments in the Middle East, Iran and South Asia.

Bangladesh's new government took office following general elections held on Feb. 12. Türkiye was represented at the Feb. 17 swearing-in ceremony by Deputy Foreign Minister Ambassador Berris Ekinci, who was received by Prime Minister Rahman and also met Jamaat-e-Islami leader Shafiqur Rahman.

Bilateral relations

Khalilur Rahman, who became foreign minister in the new government formed in February and was nominated by Bangladesh for the presidency of the 81st UN General Assembly, made his first bilateral foreign visit to Türkiye on March 14 and later attended the 5th Antalya Diplomacy Forum on April 17-19.

Türkiye's humanitarian assistance for Rohingya Muslims has exceeded $80 million.

Turkish support continues in refugee camps hosting more than 1 million Rohingya in Bangladesh through projects in healthcare, shelter, education and infrastructure led by TIKA, AFAD, the Turkish Red Crescent and the Turkish Diyanet Foundation.

The Turkish Field Hospital established in Cox's Bazar in 2018 continues to provide medical services to around 1,000 patients daily, including Bangladeshi citizens. The facility employs 85 staff members, including 30 Turkish and 55 local personnel.

In addition to the activities of Turkish institutions such as TIKA, the Turkish Diyanet Foundation and the Turkish Red Crescent, Turkish non-governmental organizations also conduct humanitarian aid programs for Rohingya refugees and Bangladeshis, including food parcel distribution, iftar meals during Ramadan and animal sacrifice campaigns during Eid al-Adha.

'There will be no comprehensive solution to this war with Iran if the Lebanese issue is set aside,' says Sebastien Lecornu

French Prime Minister Sebastien Lecornu on Wednesday called on Israel to end its "illegal occupation" of Lebanese territory, warning that the country's military strategy risks undermining regional stability.

Addressing the French National Assembly, Lecornu said the fragile ceasefire in Lebanon must be respected and criticized the ongoing Israeli military operations.

"It is clear that not only must the ceasefire be respected, it is fragile, to say the least, even resembling a kind of 'ceasefire through fire,' which is unacceptable, but Israel must put an end to this war and to the illegal occupation it maintains on Lebanese territory," he said.

Lecornu argued that the conflict in Lebanon cannot be separated from wider efforts to address tensions involving Iran, saying France had repeatedly warned its allies against sidelining the Lebanese issue.

"There will be no comprehensive solution to this war with Iran if the Lebanese issue is set aside," he said, noting Hezbollah's ties to Tehran and warning that attempts to ignore Lebanon's role in regional dynamics had proven misguided.

The French premier said the policies pursued by Israeli Prime Minister Benjamin Netanyahu were ultimately harming Israel's own interests.

"What the Israeli government is doing is endangering, in the medium and long term, the security of the State of Israel itself," Lecornu said, adding that the consequences of ongoing military operations were creating new security risks rather than enhancing security.

He criticized what he described as a strategy of "permanent war" pursued by Netanyahu, saying France was working to oppose such an approach while seeking support from regional partners and the United States.

"We can clearly see that the strategy of permanent war that Prime Minister Netanyahu is currently deploying before our eyes is something that must not only be hindered and opposed, but also requires convincing regional partners and, of course, the US to move in this direction," he said.

Lecornu said France's priorities since the outbreak of hostilities have included protecting French nationals, preserving freedom of navigation through the Strait of Hormuz and supporting Lebanon, with which France maintains longstanding historical ties.

He added that developments in Lebanon directly affect ongoing US-Iran talks and broader efforts to stabilize the region.

Iran's terms to permanently end the US-Israeli war currently on halt include the end of fighting on all fronts, including Lebanon, where the latest assault began in early March.

Netanyahu recently ordered troops to expand the Lebanese incursion and strike targets in Beirut, but was restrained by US President Donald Trump, who called him crazy in a heated phone exchange.

Russia-Ukranie war and the closure of the Strait of Hormuz showed that ensuring energy supply security is not merely a matter of development, but also a matter of sovereignty and national security, the Turkish President Recep Tayyip Erdogan said on Wednesday.

Speaking at an event for renewable energy investments in the capital Ankara, Erdogan said Türkiye put into use investments worth $5 billion for plants with 6,818 megawatt power

Türkiye is becoming more important day by day as regional energy hub, he said.

With the de facto closure of the Strait of Hormuz—the gateway for Gulf countries to the open seas—the largest oil supply disruption in history occurred, he reminded.

He said the closure of the strait resulted in the disruption of approximately 25% of global oil supplies and 20% of liquefied natural gas trade.

Oil prices, which had been hovering around $60 per barrel, rose to as much as double that amount, he recalled.

He noted that the world is facing these same staggering figures not only in LNG prices but also in all petroleum-derived products, including fertilizers and plastics.

Recalling that some countries had implemented various restrictions—similar to those seen during the Covid-19 pandemic—to reduce energy consumption, Erdoğan said: "Schools were closed, restrictions were placed on private vehicles entering traffic.

“There were a significant number of flight cancellations. Long lines formed at gas stations.”

As prices for petroleum and natural gas-based products rose, inflation began to increase worldwide, he underlined, adding that while a global economic recovery was expected just a few months ago, as the Hormuz crisis drags on, many countries are now preparing for a recession.

Eleven police officers and a police dog were injured in a violent disorder in Southampton, southern England Tuesday night over the handling of the killing of 18-year-old Henry Nowak.

Chief Constable Alexis Boon said officers faced bottles, makeshift weapons, and attacks on homes and vehicles during the overnight disorder.

“We saw bottles thrown, makeshift weapons used, damage caused to the homes and vehicles of innocent residents and threats and violence directed towards our officers,” Boon said, adding that some people “clearly arrived intent on causing disorder and trouble.”

The unrest came after the December killing of Nowak, a British university student who was stabbed before police arrived at the scene. He was handcuffed by officers and repeatedly told them he had been stabbed and needed medical help, according to body-worn camera footage.

He died shortly afterward. The Independent Office for Police Conduct is investigating Hampshire Constabulary’s handling of the incident.

One officer has resigned while three others remain serving as witnesses in the ongoing probe. Prime Minister Keir Starmer described the footage as “harrowing,” while the home secretary called it “a disturbing and tragic thing to see.”

Police said two arrests were made during the disorder, with further detentions expected, and warned that accountability must be pursued through “fair and transparent processes,” not violence in the streets.

A cross-party group of British lawmakers warned on Wednesday that the pro-Israel US technology company Palantir has gained an outsized role in the UK public sector, creating what they described as an "unacceptable point of weakness" in the government's digital infrastructure.

In a report on the government's digital transformation agenda, the House of Commons Science, Innovation and Technology Committee said growing dependence on a small number of major technology suppliers — particularly firms such as Palantir, Microsoft and Amazon Web Services — leaves critical public services vulnerable and undermines the country's technological sovereignty.

The committee called on the government to exercise a break clause in the National Health Service's Federated Data Platform contract with Palantir in 2027 and either develop an in-house alternative or seek a UK-based provider.

The concerns echo a recent dispute over Palantir's expansion in British policing. Earlier this year, London Mayor Sadiq Khan blocked a proposed Metropolitan Police contract with the company worth more than $67 million after officials warned the process risked locking the force into a single supplier. City Hall said the procurement had created legal and reputational risks and failed to adequately demonstrate value for money.

The European Union is considering sanctions against Israeli ministers accused of inciting human rights violations following Israel's attack on a Gaza-bound humanitarian flotilla, according to a draft of conclusions for the June 18-19 EU summit seen ahead of negotiations among member states.

Point 22 of the Middle East section states that the European Council "condemns the ill-treatment inflicted on detainees following the interception of the Global Sumud flotilla in international waters," Italian ANSA news agency reported Tuesday.

The draft also calls on the EU Council "to continue its work on restrictive measures against extremist ministers who incite and promote such human rights violations."

The text remains under negotiation among the permanent representatives of the EU's 27 member states and could be amended before the summit.

The proposal follows Israel's attack on the Gaza-bound Global Sumud humanitarian flotilla in international waters.

Video released by Israeli authorities and widely circulated online showed Israeli National Security Minister Itamar Ben-Gvir walking among detained activists who were kneeling in tightly packed rows with their hands restrained by zip ties.

The footage prompted criticism from rights and several governments.

France and Italy have since called for a stronger response from the bloc, including the possibility of sanctions.

EU leaders are expected to discuss the issue at the upcoming summit as member states seek a common position on the latest developments in Gaza and the wider Middle East.

Three Palestinians were killed and others injured in Israeli attacks in the Gaza Strip on Tuesday amid continued violations of a fragile ceasefire in the enclave, a medical source said.

One person was killed and several people were wounded when an Israeli drone struck a civilian car on Salah al-Din Street, east of Deir al-Balah in central Gaza, the source told Anadolu.

Another Palestinian was killed after being shot in the head by Israeli forces north of Khan Younis in southern Gaza, the source added.

In a separate incident, a Palestinian was killed and five others were injured at dawn when an Israeli drone struck a gathering of civilians in the Bani Abu Salah area in central Gaza, a medical source at Al-Aqsa Martyrs Hospital said.

Artillery shelling was also reported in the southern areas of Khan Younis, but no information was available about casualties.

Meanwhile, the Israeli army continued demolishing buildings and facilities in areas under its control in northern and southern Gaza, according to local sources and eyewitnesses speaking to Anadolu.

Despite the ceasefire that took effect on Oct. 10, 2025, the Israeli army has killed 932 Palestinians and injured 2,859 in almost daily attacks, according to the Gaza Media Office.

The truce halted Tel Aviv's two-year genocidal war on Gaza since October 2023, killing nearly 73,000 Palestinians and injuring more than 173,000, most of them women and children, according to Palestinian figures.

Oman is at least 15th country Trump has either threatened to attack, declined to rule out attacking, or actually attacked during his presidency

US President Donald Trump threatened, left open the possibility of attacking, or actually attacked 15 countries during his two terms in office, roughly one out of every 13 countries in the world, according to a CNN report.

Trump added Oman to that list on Wednesday, warning that the country could face US military action if it tries to control the Strait of Hormuz along with Iran, the report said.

“Oman will behave just like everybody else, or we’ll have to blow ‘em up,” Trump said during a White House Cabinet meeting.

The remarks appeared to be made casually, rather than as part of a formal policy announcement, but it fits a broader pattern in Trump’s foreign policy, in which threats of force have become a recurring feature, it noted.

Oman is at least the 15th country Trump has either threatened to attack, declined to rule out attacking, or actually attacked during his presidency.

Nearly all of those cases have taken place in the first 16 months of his second term, although some span both terms.

So far this term, Trump has launched strikes in seven countries: Iran, Iraq, Nigeria, Somalia, Syria, Venezuela, and Yemen. Some of those countries were also targeted during his first term.

That total does not include strikes on alleged drug-trafficking boats in the Caribbean Sea and Pacific Ocean, which have targeted nearly 60 vessels and killed more than 190 people, the report said.

Trump has also threatened or left open the possibility of strikes against others during his current term, including Canada, Colombia, Cuba, the Danish territory of Greenland, Mexico, Panama, and Oman, it added.

During his first term, he also threatened Mexico and North Korea.

The threats and strikes vary in nature. Some, including strikes in Iraq, were narrowly aimed at terrorist targets rather than the country’s government. Other threats were less direct, with Trump simply refusing to rule out military action.

Still, the figures show how often Trump has invoked the possibility of force.

The countries he has threatened or attacked account for about one out of every 11 people in the world, meaning a significant share of the global population has had reason to consider the possibility of US military action under Trump, according to the report.

The Middle East has been a particular focus. Trump has now threatened or targeted five countries in the region: Iran, Iraq, Oman, Syria, and Yemen.

The report noted that his threats and attacks have also covered four of the world’s six populated continents: Africa, Asia, North America, and South America.

He has also technically threatened a European country, Denmark, by discussing the possibility of taking Greenland, a Danish territory in North America.

In several cases, Trump’s comments have gone beyond military threats and into possible territorial expansion.

Of the 15 countries he has threatened or attacked, five have been identified by Trump as possible additions to the United States or targets for US control: Canada, Cuba, Greenland, Panama, specifically the Panama Canal, and Venezuela.

Firefighters are battling a large grass fire near Arthur's Seat in central Edinburgh, according to media reports on Tuesday.

The blaze was seen spreading across Arthur’s Seat, the main peak within the group of hills overlooking Edinburgh, after the Scottish Fire and Rescue Service (SFRS) said it was called to the scene at approximately 6.50 pm local time (1750GMT) on Monday.

According to the BBC, a police helicopter was seen circling above the area while police closed a pathway near the fire as firefighters positioned along a ridge below the affected area assessed the situation.

An SFRS spokesperson said: “There is a large amount of smoke resulting from this incident. Local area residents are advised to keep windows and doors shut as a precaution.”

The latest fire comes as temperatures reached 25 degrees Celsius in Edinburgh, according to the UK weather agency, the Met Office.

Last year, another fire also broke out at Arthur’s Seat during one of the busiest periods of the year in the Scottish capital while the Edinburgh Festival Fringe was taking place in August.

Specialists urge measurable outcomes and stronger commitments linking climate, water and sustainability

The global waste and water crises are part of the same interconnected system, and climate commitments expected at the COP31 in Antalya this November must translate into concrete outcomes if those challenges are to be addressed, experts told Anadolu.

Speaking to Anadolu, Lara van Druten, a member of the UN Zero Waste Advisory Board and chief executive of Netherlands-based Waste Transformers, said the fields of zero waste and water are deeply interconnected.

She noted that water systems are essential to production processes and that products ultimately become waste that returns to water systems as pollutants.

Reducing waste and pollution, she said, would create more resilient water systems.

Druten stressed that waste should not be viewed as a single product issue but as part of a broader system.

Recalling that approximately 40% of food produced globally is wasted while one in every 12 people goes hungry, she said the scale of associated water waste is equally significant.

“That 40% of food which is wasted, when we throw it out, that also means we are throwing out Lake Geneva's contents of water three times every single year. That's just simply water which is being thrown away and completely wasted. If we solve the waste problem, we're also going to solve the water problem,” she said.

‘Let us focus on truly measurable outcomes’

Druten said zero waste will, for the first time, be placed at the center of a COP conference across all of its dimensions during the meeting in Türkiye, adding that inclusivity and resilience -- applicable both to cities and food systems -- are among COP31 priorities.

She said events leading up to COP31, including UN Water Week and the Zero Waste Global Forum, provide momentum for producing practical outcomes.

“No matter how fantastic the event is, no matter how strong and promising the pledges are that we make, we will be judged on one thing and one thing only, and that is the action that we take.

“So I would say at all of the events, please, let's focus on moving from talk into action, into actually measurable results that make a difference for people like you and I,” she said.

‘The water cycle should be treated as a global common good’

Henk Ovink, chairman of the board of the International Water Management Institute (IWMI) and executive director of the Global Commission on the Economics of Water, said water itself will continue to exist but human activity combined with climate change is undermining water security.

Ovink stressed the importance of understanding how human behavior and climate change together affect and deplete water systems.

“It is our bankruptcy, not water's bankruptcy, that actually is defining our future,” he said.

Referring to the commission’s findings, Ovink said water supports the achievement of sustainable development goals and argued that water cycles should be treated and managed as a global common good.

“Water is something that we need to share and take into account in everything we do. That's a challenge, but also an opportunity,” he said.

Call for water commitments to carry from COP31 to UN conference

Ovink said Türkiye, like other countries, is expected to face increasingly frequent and severe extreme weather events, with floods and prolonged droughts weakening food security and biodiversity.

He stressed that the links between desertification, biodiversity and climate should be treated as critically important at COP summits and that water considerations need to be integrated into sectors including energy, food systems, urbanization, industry and investment.

Calling on stakeholders attending COP31 to bring water-related commitments to the conference, Ovink said such commitments should carry forward as an outcome into the next UN Water Conference to demonstrate alternative solutions.

“If we constantly evaluate the solutions that we present in the context of our past promises, we will fail. So it's not only enough to rethink what we can do, we have to re-do and rethink how we validate and evaluate investments and the actions that we need to take to head to a future that is more just, more resilient and more sustainable,” he added.

Monday predicted to be hottest May day on record by large margin, as UK braces for ‘super El Niño’ summer

Temperatures are expected to hit 35C in parts of England on Monday, in an “unprecedented” May heatwave.

The Met Office is already predicting that records will be broken. A spokesperson said: “Today will be the hottest day in May in the UK in our temperature records, with highs of 35C expected. The current May record is 32.8C. Records are usually only broken by tenths of a degree, making this heatwave unprecedented for the time of year.”

The last time a monthly maximum record was broken was in January 2024, by 1.6C. The 40.3C in July 2022 exceeded the previous record by 1.6C. If the forecasted temperature of 35C is hit, this will be a big jump of 2.2C.

Much of England will have faced disturbed sleep on Sunday night, as a new overnight record for temperature was hit, at 19.4C at Kenley in Greater London. This means London residents narrowly avoided a “tropical night”, which is when temperatures overnight do not drop below 20C. This has not happened before in May. There are two “tropical nights” forecast for Monday night and Tuesday night, before temperatures ease off on Wednesday.

Sunday was the UK’s hottest May day for at least 79 years, and Kew Gardens in west London recorded 32.3C (90.1F).

Many areas of England are officially in a heatwave, with the first to meet the criteria being Santon Downham in Suffolk on Sunday. The other areas officially in heatwave conditions are Heathrow, Kew Gardens and Northolt in London, Benson in Oxfordshire, Brooms Barn in Suffolk, and High Beach and Writtle in Essex.

More heatwaves are likely this summer as a “super El Niño” is due to hit. This phenomenon supercharges weather events and makes them more extreme, for example by making heatwaves hotter. The effects are due to build up to hit in 2027, making it likely to break global heat records, but it is expected to begin emerging this summer.

El Niño is characterised by warming of the ocean surface in the central and eastern tropical Pacific Ocean. It is one of three states scientists observe; La Niña, conversely, happens when sea surface temperatures are below average, and neutral conditions are defined when neither El Niño or La Niña are present and surface temperatures are about average.

While temperatures of 30C were once unusual in the UK, even in the height of summer, they are becoming more common. Hot temperatures are likely to be here to stay in the UK and Europe. According to the latest European State of the Climate report, Europe is the fastest-warming continent in the world.

The UK generally experiences its hottest temperatures at the end of July or the beginning of August, so forecasters expect things to get even hotter by the end of summer.

Most people have joyful memories of playing outside as children – and now wildlife charities are urging people to ‘rewild their inner child’

Climbing trees, squelching in mud, paddling in ponds or making dens in the woods – people’s memories of playing outside as children are often vivid and, a new poll has found, overwhelmingly positive, even those who remember falling in cowpats.

Almost 90% of UK adults had rosy memories of the excitement and the feeling of freedom that outdoor play had brought them, the survey found. However, almost half of adults now spend less than three hours a week in natural settings such as gardens, parks, fields or woods, according to the survey. For one in 10 it is less than one hour.

The poll of 2,000 people carried out for the Wildlife Trusts found that this contrasted sharply with childhood, when almost two-thirds of people said they had spent more than half their free time outside.

Spending time in nature is known to significantly benefit physical and mental health. Previous research has shown that regular access to green spaces reduces GP visits by 28% and could save the NHS £2bn a year.

The government has committed to ensure everyone has access to a green space within a 15-minute walk of their home, but one in five households currently do not. Access is even worse in deprived areas.

“Being outdoors in nature has so much joy to offer us all – fresh air, sunlight, birdsong and so many proven health benefits,” said Dom Higgins, head of health and education at the Wildlife Trusts. “So it was hard not to be alarmed by the number of people who spend so little time outdoors, but we need to factor in that not everyone has easy access to natural environments.”

“On the flip side,” he said, “town parks featured strongly in happy childhood memories, and this is incredibly reassuring, as our precious urban green spaces can offer both access to nature and a strong sense of community and belonging.” However, spending on parks has plunged in the past decade or so, as council budgets have been stretched.

In the survey, two-thirds of people said that thinking about their childhood memories made them more likely to reconnect with nature.

Higgins said: “We’re urging people to spend a few minutes recalling a childhood memory of being outside and then to venture outdoors and experience nature once more. Taking a moment to rewild yourself can be as simple as stopping for a few deep breaths at your local park or lying on the ground looking up through the trees to the birds above.”

The Wildlife Trusts’ 30 Days Wild challenge has been taken up by 3 million people in the past decade, with the charity providing free guides and children’s activity packs this year featuring the TV character Bing.

More than three-quarters of children said they wanted to spend more time in nature, according to a 2024 poll for the National Trust. But it found two-thirds of parents were able to take their children to nature spaces only once a week or less, with accessibility the main barrier. A 2016 poll suggested that three-quarters of UK children spent less time outside than people in prison.

Julie Jones-Evans, chair of the Local Government Association’s culture, tourism and sport committee, said parks and green spaces were vital to local communities. However, she said councils had faced financial pressure due to rising demand for legally required services including social care and support for children with special educational needs and disabilities.

“This leaves discretionary services such as parks vulnerable and demonstrates why it is important councils are supported by sufficient and sustainable funding to protect these important services,” Jones-Evans said.

A spokesperson for the Department for Environment, Food and Rural Affairs said: “This government is making sure that everyone across the country has access to nature. Wherever you live, it is introducing or improving green spaces.” Three new national forests were planned, with the first stretching from the Cotswolds to the Mendips, the spokesperson said, as well as nine new national river walks, one in each region of England.

Under government’s price cap typical gas and electricity bills are forecast to rise by £209 from this summer

Ministers face growing calls to cut utility bills as millions of households in Great Britain face energy cost “anxiety,” with gas and electricity costs forecast to rise to almost £1,900 from this summer.

The typical dual-fuel bill is expected to climb by nearly 13% under the government’s energy price cap, adding £209 a year to household costs, in a blow to families already hit by rising prices for essentials.

Higher energy bills are expected to weigh on households through the summer months after the Iran war caused the UK’s gas market price to double earlier this year, according to market experts at the consultancy Cornwall Insight.

They warned that the quarterly price cap is likely to remain above pre-crisis levels into early winter even if tensions ease, leaving households exposed to elevated costs as demand for heating rises in colder months.

Craig Lowrey, the principal consultant at Cornwall, said that unless the price cap drops in the autumn, the government “will need to think seriously about targeted support for the most vulnerable”.

Rachel Reeves last week announced a package of measures to cut the cost of living but has not so far offered support for domestic energy costs. She told MPs on Thursday that Treasury officials were working up contingency plans ahead of the winter; but that any support scheme for households would be “targeted and temporary”.

Instead the chancellor announced what the Treasury is calling “Great British summer savings” by reducing VAT on tickets for attractions and children’s meals. The savings will come into effect a few days before the energy price rise, to coincide with the start of the summer holiday season.

Campaigners expressed disappointment that she had not taken action on energy bills. “We had hoped that the predictions of a huge rise in the price cap could have been the moment for ministers to show they are prepared to go further and faster in their determination to bring down bills,” said Simon Francis, of Fuel Poverty Action Campaign.

He said the delay in announcing support “may cause anxiety among households who pay on direct debit and who could see energy firms increase their payments now to take into account likely higher costs this winter”.

The Treasury has insisted that it is too soon to act, however, with the scale of winter price increases as yet unclear, and dependent on whether a peace deal between the US and Iran reopens the strait of Hormuz.

The unit price of electricity is expected to rise to 26.03p per kilowatt hour from July, while gas will rise to 7.16p/kWh, according to Cornwall Insight forecasts, meaning household bills will vary depending on how much energy is consumed.

The regulator, Ofgem, is considering whether to lower its assumptions for how much energy the average home uses, which means the new cap may appear similar to the current cap when it is announced on Thursday, even though the unit rate is likely to be much higher.

A government spokesperson said: “We know families will be concerned about the impact the conflict in the Middle East will have on their energy bills. Tackling the affordability crisis is our number one priority. The lesson of yet another fossil fuel crisis is the UK needs to get off the fossil fuel rollercoaster and on to clean, homegrown power we control.”

Radiologists say ‘ballooning’ costs reflect staffing failures, forcing a reliance on lower-quality private scan reports

The NHS is paying private firms record sums to analyse diagnostic scans because hospitals are too busy and understaffed to do the work themselves, research has revealed.

The amount being spent on outsourced the interpretation of CT and MRI scans is “spiralling out of control” and reflects a short-sighted failure to train enough doctors, ministers are being told.

Scans are vital for diagnosing diseases such as cancer and for monitoring patients’ responses to treatment, so they need to be done quickly. Many hospitals, however, rely on non-NHS health companies reading some scans to ensure they get the results promptly.

NHS trusts and health boards across the UK gave £241m to private firms to undertake such work last year. As demand increases, spending has doubled in five years from £120min 2021 and tripled from the £81m spent in 2018.

The figure for 2025 of £241m was £25m or 12% higher than the £216m outsourcing bill a year earlier.

The Royal College of Radiologists (RCR), which collated the figures in its annual workforce census, said health service spending on private scan reading was “ballooning”. The NHS-wide shortage of radiologists has left hospitals with too little capacity to read all scans, meaning the service is “haemorrhaging” cash to independent firms, it said.

The RCR also raised concerns that the analysis done by private firms was sometimes so poor that NHS radiologists had to read scans again, raising questions about the benefit of outsourcing.

Eight-six per cent of NHS radiology department heads had serious concerns that privatisation results in lower-quality reports, and 90% said NHS radiologists needed to double-check outsourced reports.

“Increasing NHS reliance on outsourcing in radiology is not sustainable and the costs of this are spiralling out of control,” said Dr Stephen Harden, the president of the RCR.

“In the short term, outsourcing can help to manage diagnostic backlogs, but it cannot be a long-term solution to workforce shortages. Clinical radiologists play an essential role in making most diagnoses, but rising demand for scans is outstripping our capacity.”

The Department of Health and Social Care (DHSC) acknowledged that radiology services were under growing pressure, but said the forthcoming NHS workforce plan would provide the staff needed.

Harden has urged ministers and NHS chiefs to boost the radiology workforce by creating more training roles in the profession. There are currently 11 applicants for every training post.

“To ignore this call and continue to spend heavily on outsourcing would be short-sighted, would not be the best use of NHS funds and would not be in patients’ best interests,” he said.

The NHS could become permanently reliant on private firms to read scans, the Centre for Health and the Public Interest thinktank said.

Its director, David Rowland, said: “The use of private teleradiology companies to read NHS scans is growing rapidly. History shows that once the government hands these roles over to the private sector, they remain in private hands, taking income and revenue away from NHS hospitals and removing the opportunity to train the next generation of NHS staff.

“The risk is that the NHS becomes wholly dependent on private companies for this critical function, whose sole focus is on the bottom line.”

A DHSC spokesperson said: “We recognise the pressures facing radiology services, and that demand for diagnostic imaging has risen significantly in recent years.

“Despite this, the NHS carried out 30m diagnostic tests in the last year alone, and compared with the previous 12 months, 95,000 more patients were diagnosed with cancer or given the all-clear within 28 days.

“But we know there is more to do, which is why this government will publish a 10-year workforce plan to help deliver a transformed health service in England. This will make sure we have the right staff in the right places, with the right skills to care for patients, when they need it.”

Nearly a third of vice-chancellors would cut hardship support if necessary over next three years, according to poll

Vice-chancellors have said they may need to cut hardship support for impoverished students and reduce outreach activities aimed at disadvantaged groups if the dire funding struggles at universities continue.

The anonymous poll of leaders by Universities UK (UUK) revealed the extent of the budgetary quagmire facing higher education, with more than two-thirds prepared to cut staff jobs by compulsory redundancy if difficulties continue over the next three years, while nearly 90% said they were looking at hiring freezes or voluntary redundancies.

Vivienne Stern, UUK’s chief executive, said: “If we want to retain world-class universities that deliver for students, employers and the economy, a serious conversation is needed about how degrees are funded and whether the governments’ share matches the value universities deliver for society.”

But the suggestion of further cuts in support for students, at a time when record numbers are living at home and working part-time to cope with rising prices, could make higher education inaccessible for those who most need it, experts said.

Nearly a third of vice-chancellors said they would cut hardship funding for current students if necessary, while more than half said they were prepared to cut access and outreach activity, aimed at encouraging students to go to university, over the next three years.

Lee Elliot-Major, a professor of social mobility at the University of Exeter, said: “A retreat from access and hardship funding risks pulling up the ladder on a whole generation at a time when growing numbers of students are facing unprecedented financial pressures and increasing uncertainty about the value of a degree.

“It would represent a huge waste of human potential at precisely the moment the country can least afford it. We’re in real danger of returning to an era in which university once again becomes the preserve of those advantaged enough to afford it.”

Katy Hampshire, director of programmes at the Sutton Trust, which campaigns to improve opportunities through education, said that cutting hardship funds could dramatically affect the lives of the poorest students.

“They’re more likely to have skipped meals to save on food costs, and missed lectures or deadlines to undertake paid work,” Hampshire said. “They also graduate with the highest levels of student debt compared to their more affluent peers. This is fundamentally unfair. Cutting hardship support would hit those with the least financial support hardest, and risk undermining their ability to succeed once they reach university.”

Cutting work on participation and outreach “risks widening access gaps between the most and least affluent young people that universities have spent years trying to close,” Hampshire added.

The vice-chancellors surveyed said that cuts could occur across the board if financial conditions worsen, including to research, buildings and maintenance, and that many are considering mergers or partnerships with other universities.

Earlier this month King’s College London announced it will absorb Cranfield University, the technology and management postgraduate institution based in Bedfordshire, in a sign that consolidation could become more common.

Jo Grady, the general secretary of the University and College Union, said: “Mergers and takeovers are not a solution to this crisis, they are a symptom. The governments and vice-chancellors now urgently need to listen to university staff, invest in jobs, shore up capacity and re-establish the UK as a global higher education leader.”

Alex Stanley, the National Union of Students’ vice president for higher education, said it was vital that universities made protecting their students a top priority.

“For the students, this comes alongside maintenance loans that haven’t kept in line with inflation while their costs, and their debts, continue to grow at astronomical rates,” Stanley said.

US Secretary of State Marco Rubio said Saturday that “some progress (was) made” in peace talks with Iran.

"There might be some news (on Iran) later today. There may not be. I hope there will be. I am not sure yet. There has been some progress done,” Rubio told reporters in New Delhi following his talks with Indian Prime Minister Narendra Modi.

“There is a chance that maybe later today, tomorrow, maybe couple of days, we may have something to say, but this issue needs to be solved one way or another,” he added.

“Iran can never have a nuclear weapon. The strait needs to be open without tolls. They need to turn over their highly enriched uranium. We need to address that issue. We need to address the issue of enrichment.”

“That's what we're working on right now, but this problem will be solved one way or the other. We hope it's done through the diplomatic route. That's what we're working on.”

The US and Iran have been negotiating through Islamabad proposals and counterproposals to reopen the Strait of Hormuz, as well as tackle concerns over Tehran’s nuclear program and its demand for sanctions relief.
